U.N. Resolution 1973, March 17th, 2011

Expressing grave concern at the deteriorating situation, the escalation of violence, and the heavy civilian casualties

Reiterating the responsibility of the Libyan authorities to protect the Libyan population and reaffirming that parties to armed conflicts bear the primary responsibility to take all feasible steps to ensure the protection of civilians

Expressing its determination to ensure the protection of civilians and civilian populated areas and the rapid and unimpeded passage of humanitarian assistance and the safety of humanitarian personnel

Acting under Chapter VII of the Charter of the United Nations,

1. Demands the immediate establishment of a cease-fire and a complete end to violence and all attacks against, and abuses of, civilians;

2. Stresses the need to intensify efforts to find a solution to the crisis which responds to the legitimate demands of the Libyan people and notes the decisions of the Secretary-General to send his Special Envoy to Libya and of the Peace and Security Council of the African Union to send its ad hoc High Level Committee to Libya with the aim of facilitating dialogue to lead to the political reforms necessary to find a peaceful and sustainable solution;

3. Demands that the Libyan authorities comply with their obligations under international law, including international humanitarian law, human rights and refugee law and take all measures to protect civilians and meet their basic needs, and to ensure the rapid and unimpeded passage of humanitarian assistance...


Après Lidice, Babi Yar, Oradour-sur-Glane, Dresde, Hiroshima, Nagasaki, Sétif, My Lai..., voici Syrte, en Libye, la preuve sur la pierre de la pathologie meurtrière de certains individus qu'on n'ose même pas appeler des "Hommes" ! 

After Lidice, Babi Yar, Oradour-sur-Glane, Dresden, Hiroshima, Nagasaki, Sétif, My Lai..., here is Sirte, in Libya, with actual evidence on the stones of the pathological sense of murder displayed by certain people that we hardly dare to call "Humans"! 




Ceux-là ci-dessous sont probablement persuadés d'avoir gagné une guerre contre un pays de 5.5 millions d'habitants. Et comme ils sont très contents d'eux, ils doivent probablement dormir sur leurs deux oreilles, sans cauchemars ni poussées d'angoisse, et sans consommation de psychotropes non plus.

Those below are probably convinced that they won a war against a country of 5.5million. And since they are very pleased with themselves, they should probably sleep like logs, without nightmares nor anxiety attacksand no use of psychotropic drugs either.

Despite these calls for peace, the situation in Libya today is more alarming than ever. As I speak, Colonel Al-Qadhafi’s troops pursue their violent conquest of liberated cities and territories. We must not give free rein to warmongers; we must not abandon civilian populations, the victims of brutal repression, to their fate; we must not allow the rule of law and international morality to be trampled underfoot. For this reason, France sought to contribute its utmost to the international momentum by working alongside the United Kingdom, the United States and others to prepare the draft resolution before the Council. Resolution 1973 (2011) demands that Colonel Al Qadhafi implement an immediate ceasefire. It imposes a no-fly zone to prevent the Al-Qadhafi regime from using air power against the Libyan people. It authorizes Member States to take all necessary measures to protect civilians and civilian-populated areas under threat of attack. It rules out a foreign occupation force of any form on any part of Libyan territory. It imposes a range of additional measures, including significant action to tighten enforcement of the arms embargo and to deny the regime access to funds. We, along with partners in the Arab world and in NATO, are now ready to shoulder our responsibilities in implementing resolution 1973 (2011). (Mark Lyall Grant, United Kingdom):







On 12 March, the League of Arab States called on the Security Council to establish a no-fly zone and to take other measures to protect civilians. Today’s resolution is a powerful response to that call and to the urgent needs on the ground. The resolution demands an immediate ceasefire and a complete end to violence and attacks against civilians. Responding to the Libyan people and to the League of Arab States, the Security Council has authorized the use of force, including the enforcement of a no-fly zone, to protect civilians and civilian areas targeted by Colonel Al-Qadhafi, his intelligence and security forces, and his mercenaries (Susan Rice, USA).

Chers frères et soeurs de Libye,

Certains d'entre vous ont choisi de faire ce qu'ont fait les harkis en Algérie : s'associer avec l'occupant blanc pour tuer leurs propres frères et soeurs. Et maintenant, voyez le résultat ! Quelle honte ! Quelle honte ! Quelle honte pour toute l'Afrique ! Et c'est parce que ce crime nous concerne tous, Africains, que nous interdisons aux harkis de Benghazi de poser leurs sales pieds en terre africaine, où ils seront reçus en criminels. Et rassurons ici tous les harkis de Benghazi et d'ailleurs, ainsi que leurs maîtres blancs : pour nous, Africains, de toutes obédiences religieuses et de toutes couleurs de peau, cette guerre ne prendra fin que le jour où nous aurons anéanti  les harkis de Benghazi, Misrata et d'ailleurs jusqu'au dernier.


Dear brothers and sisters in Libya,

Some of you chose to act like the Algerian harkis during the liberation war against France and got in association with the white invaders in order to kill their own brothers and sisters and destroy their own country! Now let's see the result! What a shame! What a shame! What a shame for us Africans! And because this crime affects us all, Africans, we are going to prevent the traitors of Benghazi from putting their dirty feet on African soil, where they would just be received as criminals. But let's reassure all rats from Benghazi's and from elsewhere, and their white masters as well: for us Africans of all religions and of all skin colors, this war will only end after we have destroyed all those harkis of Benghazi, Misrata and elsewhere to the last one.

اختار بعضكم لفعلت المقاتلين الجزائريين في الجزائر لتكون مرتبطة مع الاحتلال الأبيض لقتل إخوانهم وأخواتهم الخاصة. الآن نرى النتيجة! يا للعار! يا للعار! يا له من عار لافريقيا كلها! ولأن هذه الجريمة تؤثر علينا جميعا، والأفارقة ، التي تحظر علينا المقاتلين الجزائريين بنغازي لوضع أقدامهم القذرة على الأرض الأفريقية، حيث سيتم استقبالهم من قبل المجرمين. وهنا جميع المقاتلين الجزائريين طمأنة بنغازي وغيرها ، وأسيادهم البيضاء : للأفارقة لنا من جميع الأديان والألوان كل شيء ، هذه الحرب لن تنتهي إلا في اليوم نحن دمرت بنغازي المقاتلين الجزائريين، من مصراتة وأماكن أخرى في الماضي.
